APIA Accepts Emergency Financial Support Requests for the Sheep/Goat Sector Affected by Drought

The Agency for Payments and Intervention in Agriculture (APIA) informs that during the period March 3–21, 2025, its County Centers received 8,321 applications for emergency financial support in agriculture, targeting the sheep/goat farming sector affected by adverse climatic phenomena. The requests concern approximately 840,000 animals.

This support scheme is designed to compensate agricultural producers in the sheep/goat sector for economic losses caused by agricultural drought, which occurred between September 2023 and August 2024.

Eligibility Criteria

All submitted applications will undergo administrative checks to verify compliance with the eligibility conditions, namely:

  • Registration in the Single Identification Register (RUI) and possession of a unique registration code issued by APIA;
  • An eligible application for Basic Income Support for Sustainability (Intervention PD-01) under the 2023–2027 Strategic Plan, submitted for the 2024 claim year;
  • Possession of at least 50 female young sheep/goats (aged 1–12 months) per farm (ANSVSA coded), registered in the National Database (BND) by August 31, 2024;
  • Possession, as of February 23, 2025 (the day before applications opened), of a number of adult female sheep/goats (aged at least 12 months) equal to or greater than the number of young females for which support is requested, per ANSVSA coded farm.

Payment Terms

  • Emergency financial support is 248 lei per head of young female sheep/goat.
  • Support is granted for 50 to 300 animals per beneficiary (per ANSVSA-coded farm).
  • For holdings exceeding 300 head, support is capped at 300 animals per beneficiary, with a minimum of 50 animals per eligible holding.

Payments will be made by April 30, 2025, with an extension until June 30, 2025 only for cases involving invalid account details.

Budget

The total financial allocation is 238,795,200 lei (equivalent to €48,000,000), based on an exchange rate of 4.9749 lei/€:

  • 107,457,840 lei (€21.6 million) from the European Agricultural Guarantee Fund (EAGF);
  • 131,337,360 lei (€26.4 million) from the Romanian state budget.

If the total amount claimed exceeds available funds, individual payments will be proportionally reduced.
