ANSVSA issues competence certificates for drivers transporting animals

The National Sanitary Veterinary and Food Safety Authority (ANSVSA) reminds that the order of the president of the authority has been published in the Official Gazette, approving the procedure for issuing the certificate of professional competence for drivers and attendants on road vehicles transporting animals.

According to European regulations on the transport of animals, a person can drive or act as an attendant on a road vehicle transporting domestic animals of equine, bovine, ovine, caprine, porcine, or poultry species only if they hold a certificate of professional competence.

The procedure for issuing the document has been approved by the Order of the ANSVSA president and regulates the following aspects:

  • The conditions to be met by entities organizing professional training courses in the field of animal welfare during transport, including the topics that must comply with the requirements of Regulation (EC) No. 1/2005.
  • The method of including ANSVSA-recognized professional training providers in a list published on the institution's website.
  • Requirements for the approval of the examination by ANSVSA, as well as those necessary to ensure the impartiality of examiners.
  • The documents required for issuing the certificate of professional competence for drivers and attendants on road vehicles transporting live animals.
  • Cases in which ANSVSA can cancel the certificate of professional competence for drivers and attendants on road vehicles transporting live animals.
  • Cases in which a duplicate of the certificate of professional competence for drivers and attendants on road vehicles transporting live animals can be issued, as well as the documents required for its issuance.

The certificate of professional competence is issued by ANSVSA, in Romanian and English languages, and is signed by the president of the institution.
