APIA Confirms Advance Payments for Livestock Farmers Starting October 16, 2025

The Agency for Payments and Intervention in Agriculture (APIA) has confirmed that, starting October 16, 2025, advance payments will begin for farmers in the livestock sector. This measure is part of the annual support calendar, through which animal breeders receive part of their subsidies ahead of the final tranche.

Eligible schemes

The advance, representing 70% of the amount due under each intervention, will be granted for the following coupled support schemes in livestock farming:

  • Dairy cows (PD-21)
  • Beef cattle (PD-22)
  • Dairy buffaloes (PD-23)
  • Sheep (PD-24 O)
  • Goats (PD-24 C)

Verification process

In the 2025 campaign, on-the-spot checks are managed by the National Agency for Animal Husbandry (ANZ). According to APIA, these are largely finalized, and the corresponding reports must be entered into the database by October 10, so that payments can be authorized without delays.

Relevant calendar

  • Submission of applications: March 3 – May 30, 2025
  • Final signing of applications: September 30, 2025
  • Advance payment: starting October 16, 2025
  • Final payment: between December 2025 and June 30, 2026

What farmers need to know

  • The advance payment does not represent a final decision, as files may be reviewed later.
  • Compliance with eligibility conditions – including the retention period of animals, correct registration in databases, and welfare standards – is essential to avoid penalties.
  • Farmers with validated applications and completed checks will receive the first amounts in their accounts starting mid-October.
