The Agency for Payments and Intervention in Agriculture (APIA) informs that starting today, May 3, 2023, it issues certificates for beneficiaries of certain support measures and interventions implemented by APIA, namely:
Basic Income Support Scheme (BISS);
Complementary Redistributive Income Support Scheme (CRISS);
Measure 10 - Agri-environment and climate;
Measure 11 - Organic farming;
Measure 13 - Payments for areas facing natural or other specific constraints;
DR - 10 - Areas affected by significant natural constraints.
The certificates are issued based on agreements concluded by APIA with banking and non-banking institutions and agricultural guarantee funds.
These agreements are addressed to farmers who intend to access loans for financing their current activities from banking and non-banking institutions that have concluded agreements with APIA.
According to these agreements, at the farmer's written request, APIA issues a certificate confirming that they have submitted the Single Payment Application for 2023, requesting funding for the aforementioned support measures and interventions.
The certificate also confirms, at the date of issuance, the eligible area for the interventions and measures covered by the agreement with the banking and non-banking institutions, whether administrative or preliminary checks have been carried out, or the data has been taken from the information provided in the closed application in the online IPA system and registered in IACS, as applicable, regarding the beneficiary's eligibility for the interventions and support measures provided in the Agreement.
Furthermore, the issued certificate certifies that the beneficiary is not subject to payment exclusions regarding BISS and CRISS and/or non-compliance with the basic and specific requirements of Measures M 10, M 11, M 13, and DR 10, and that they meet the general conditions for receiving the due amounts, in accordance with the current legislation.
To facilitate communication, protect the environment, and reduce administrative burden, farmers can request the issuance of certificates by submitting an electronic request to the APIA Centers.

The loan amount can be up to 90% of the calculated value based on the areas recorded in the certificate issued by APIA.
The Rural Credit Guarantee Fund IFN - SA (FGCR) and the National Credit Guarantee Fund for Small and Medium-sized Enterprises IFN - SA (FNGCIMM) guarantee the loans granted by banks to farmers.
We remind farmers that, according to the Order of the Minister of Agriculture and Rural Development no. 50/2017 amending the Order of the Minister of Agriculture and Rural Development no. 703/2013 approving the conditions for concluding agreements between financial and non-banking institutions and APIA for financing the current activities of beneficiaries of payments carried out by our institution based on the issued certificates, the interest rate for granting loans will be RON-ROBOR 6M + a maximum of 2%.
Regarding the fees charged by the financing institutions, APIA draws the attention of farmers who wish to access loans for financing working capital for their current activities to carefully analyze the proposed financing solutions by banking and non-banking institutions in terms of their cost, in order to choose the financing methods that best meet their needs.
All agreements concluded between APIA, banking and non-banking institutions, and FGCR/FNGCIMM will be posted on the institution's website at: www.apia.org.ro, in the section "Convenții, Acorduri, Protocoale" (Agreements, Protocols).
