APIA receives payment requests for 2025

The Ministry of Agriculture and Rural Development, through the Agency for Payments and Intervention in Agriculture (APIA), has launched the 2025 Payment Application Submission Campaign.

Farmers can submit their payment applications between March 3 and May 30 without the obligation to visit APIA Centers, simply by accessing the AGI Online geospatial application, according to the User Instructions available within the application interface on the APIA website (www.apia.org.ro).

If farmers are also applying for livestock sector schemes, they must visit the APIA Centers as per the appointments scheduled in advance with APIA officials. This step is necessary to complete the livestock sector declaration in the dedicated livestock sector application before accessing AGI Online.

Thus, APIA officials will contact farmers to schedule their payment application submission.

When completing the application, farmers who are APIA beneficiaries must update their information in the 2025 Payment Application.

Only one Payment Application must be submitted, even if the applicant operates agricultural land and/or owns livestock farms with an ANSVSA code in different localities/counties.

The interventions/measures/support schemes for the crop and livestock sectors managed by APIA in the 2025 Campaign are detailed in the Annex.

Farmers must verify, together with the local municipality (primăria) where they use their land, the registration status of their agricultural land in the Agricultural Register and allow the municipality to submit to APIA the certificates confirming land use, in accordance with the Agricultural Register records.

Documents proving that the agricultural land is at the farmer's disposal must be issued before the Payment Application is submitted and must be valid at the time of submission.

Certificates issued for coupled support schemes in the livestock sector by the accredited association/agency responsible for maintaining the breed’s genealogical register or the county livestock office can be sent electronically through the platform provided by APIA, with prior notification to the farmer, following the same procedure used in previous campaigns.

Additionally, farmers who own livestock must ensure that their animal data is updated/corrected in the National Database (BND) (through the contracted veterinarian/association or their own records, if using SNIIA).

The responsibility for the legality and validity of the documents lies with the farmer and/or the issuing authority, as applicable.

Farmers can also sign their applications electronically. In this case, they must inform the APIA official managing their application (via message, phone, or email) about their intention to sign electronically.

The electronic signature applied to the payment application must be downloaded from the AGI Online application on the submission date.

All commitments and declarations, which are part of the Payment Application, must also be signed electronically on the same date.

The information materials (posters, brochures, leaflets) for the 2025 Campaign, relevant legislation, detailed information on how to access each support measure/intervention, and lists of eligible administrative units (UATs) for Measure 10, DR-01, DR-02, DR-03, DR-09, DR-10, DR-11, can be consulted at APIA Centers and on the institution's website: www.apia.org.ro.

Before signing the 2025 Payment Application, applicants must carefully review all the information provided in the application and its supporting documentation!

We assure farmers of the full support of APIA specialists, offering guidance on submitting Payment Applications for 2025 and providing the necessary information for accessing the interventions/measures/schemes under the Strategic Plan 2023–2027 and the environmental and climate measures of PNDR 2014–2020.
