The proposed support for Bazna and Mangalița pig breeders aims to expand livestock numbers by supporting breeding. The amount of RON 2,300/sow/year is linked to specific conditions: pedigree records, animal identification, DNA testing and the sale of offspring. For farms, preparing the documentation is just as important as meeting the requirements on the holding.

On 5 November 2026, the Ministry of Agriculture and Rural Development announced the publication for public consultation of a draft Government Decision establishing a de minimis aid scheme for breeders of Bazna and/or Mangalița breeding pigs. The total proposed budget is RON 2 million for 2026. The measure is under consultation and is not yet open for applications.

Eligibility starts with the animal and the farm records

Under the conditions communicated by the Ministry, holdings must be registered or authorised by the veterinary authorities. The sows for which support is requested must be entered in the main section of the breeding book, identified and registered in the National Database, held by the applicant at the time of application and have farrowed during 2026.

The holding register must be complete and up to date. A DNA test is also required for each sow included in the application, with supporting documentation confirming that the test has been performed.

Four offspring sold for each sow

An essential condition is proof that at least four offspring per sow, born in 2026, have been delivered for sale at a minimum weight of 8 kg/head. The offspring must also be identified and registered.

The scheme therefore links breeding support to the production and sale of offspring, rather than solely to keeping sows. The Ministry’s stated objective is to increase the number of breeding animals and expand the populations of the two breeds.

The proposed deadlines must be considered in relation to adoption

Applications would be submitted to the county agricultural directorates within 20 working days of the Government Decision entering into force. Payment is envisaged by 18 December 2026. These dates and time limits form part of the draft and must be confirmed in the adopted version.

At the same time, the total de minimis aid granted to an undertaking or a single undertaking may not exceed EUR 50,000 over a three-year period. This ceiling applies to cumulative aid, not only to the amount requested under this scheme.

For breeders, preparations can begin by checking that the animals held, the registers and the sales documentation are consistent. However, the definitive conditions and applicable timetable will be those established by the legislation adopted and published in Romania’s Official Gazette.
