Ministry of Agriculture and Rural Development (MADR) reports that the draft Order of the Minister of Agriculture and Rural Development for the modification and completion of Ministerial Order no. 447/2023 regarding the approval, in the year 2023, of the reallocation of funds and the establishment of conditions for the advance payment for decoupled direct payments financed from the EAGF within the framework of the Strategic Plan for the Common Agricultural Policy (PAC) 2023-2027 has been posted on the MADR website under the Decision Transparency section.

The targeted interventions are as follows: PD-21 Coupled Support for Income - Dairy Cows, PD-22 Coupled Support for Income - Beef, PD-23 Coupled Support for Income - Dairy Buffaloes, PD-24 Coupled Support for Income - Sheep and Goats.

The proposed order ensures fair and nondiscriminatory treatment for direct payment applicants who exclusively own animals and would not otherwise be eligible for the advance payment.

The proposed amounts for determining the advances are as follows:

• Coupled Support for Income - Dairy Cows: 338,0000 euros
• Coupled Support for Income - Beef: 279,0000 euros
• Coupled Support for Income - Dairy Buffaloes: 169,1900 euros
• Coupled Support for Income - Sheep and Goats: 16,9448 euros

The urgent adoption of this draft regulatory act will allow beneficiaries of these interventions to have the necessary funds to ensure the inputs required for their livestock farming activities, taking into consideration the difficult economic conditions that farmers are currently facing.
