The Ministry of Agriculture and Rural Development has launched, for public consultation, the draft order approving the unit amounts of direct payments related to applications submitted in the 2025 campaign, financed from the European Agricultural Guarantee Fund, within the interventions provided by the CAP Strategic Plan 2023–2027. The document establishes the final applicable unit amounts, as well as the financial reallocation mechanisms intended to optimize the use of European funds allocated to Romania.
The implementation of the payments will be carried out by the Agency for Payments and Intervention for Agriculture, in accordance with the national and European legislation in force.
For income support schemes, the draft provides the following unit levels: the complementary redistributive support (PD-02) is set at EUR 53.52/ha, and the complementary support for young farmers (PD-03) at EUR 46.67/ha. Both values exceed the amounts granted at the advance payment stage, with the differences to be paid to eligible farmers at the final payment: plus EUR 6.65/ha for PD-02 and plus EUR 3.46/ha for PD-03.
In the area of animal welfare interventions, the draft order proposes differentiated levels depending on the packages applied. For dairy cow welfare (PD-07), support ranges between EUR 127.23 and EUR 197.47 per head of animal, and for the welfare of fattening young cattle (PD-08) between EUR 193.63 and EUR 249.16 per head.
Other specific interventions are also provided, such as coupled support for silkworms (PD-25), amounting to EUR 0.12, payments for cattle welfare through extensive grazing (PD-27), with values ranging between EUR 72.75 and EUR 168.66 per livestock unit (LSU), depending on the area, as well as support for maintaining non-productive areas and landscape features (PD-28), set at EUR 33.75/ha.
After the finalization of eligible areas for coupled plant support, unused financial allocations will be reallocated to PD-28, with the aim of increasing the unit amount for the 2025 campaign, within the limits permitted by European regulations.
