Agriculture Minister Florin Barbu stated during his meeting with farmers in Buzău County that the provision regarding the taxation of greenhouses and polytunnels will be removed from the legislative package currently under discussion. The event was organized by the Buzău County Agricultural Directorate and focused on the main challenges faced by producers, including legislative aspects and financing opportunities.
A vegetable grower raised the concern that production structures could be classified as taxable buildings, which would significantly impact the sector. The Minister explained that such a provision cannot be applied, as polytunnels do not meet the criteria in the Fiscal Code to be considered buildings. Barbu clarified that a taxable building must have walls and a roof within the meaning of the law—conditions that a polytunnel does not meet. Moreover, approximately 70% of the national vegetable-growing area operates under a producer certificate, making the application of such a measure impossible.
The Minister also noted that the legislative text generating these concerns originated from the Ministry of Finance and will be amended through an ordinance. The package has not yet been approved and is currently under review by the Constitutional Court, after which it will be revised before entering into force. Barbu stressed that as long as the current governing coalition remains in place, the taxation of greenhouses and polytunnels will not be introduced.
During the discussions, farmers also raised additional issues related to the application of various fiscal and administrative rules, requesting clarifications in order to plan future investments. The Ministry of Agriculture stated that it will continue dialogue with farms and the responsible institutions to avoid legislative blockages in the vegetable-growing sector.
