Minister Florin Barbu warns of the increase in prices for agricultural machinery after the launch of European funds

Recent statements by the Minister of Agriculture, Florin Barbu, regarding the rapid increase in agricultural machinery prices following the launch of certain European funding calls bring back into discussion how the agricultural equipment market functions in the context of public investment. According to the minister, within approximately one month of opening some financing lines, prices increased by up to 30%, a situation described as economically unjustified.

In Romania, farm modernization is supported through interventions managed by the Ministry of Agriculture and Rural Development and implemented by the Agency for Financing Rural Investments, under the CAP Strategic Plan 2023–2027. These instruments aim to increase the competitiveness of agricultural holdings through the purchase of tractors, combines, and high-performance equipment. However, the funding requires co-financing from farmers, which means that price fluctuations directly influence their capacity to invest.

Significant price increases during the launch periods of funding calls may generate distortions in the use of European funds and reduce the efficiency of public support. In this context, the minister referred to the need for an analysis by the Competition Council, the institution competent in assessing commercial practices and potential anti-competitive agreements. According to national and European competition legislation, coordinated or unjustified price increases may become subject to investigation, depending on the available evidence.

The agricultural machinery market in Romania is heavily dependent on imports, and prices are influenced by external factors such as exchange rates, transport costs, supply chains, and demand trends at European level. In the absence of detailed public data regarding cost structures and commercial margins, the exact evaluation of a percentage increase remains the responsibility of the control authorities.

In the medium term, transparency in price formation and predictability of funding sessions can help reduce tensions between authorities, suppliers, and farmers. The efficiency of European fund utilization depends not only on budget allocations, but also on the proper functioning of the market during periods of increased demand generated by public support.
