On the website of the Ministry of Agriculture and Rural Development, in the Decisional Transparency section, a draft Government Decision has been posted for the approval of the methodological norms for the implementation of Law No. 105/2023 regarding the regulation of reporting methods for stocks of agricultural and food products, as well as the methodology for the collection, centralization, and processing of statistical data on agricultural and food stocks.

This draft legislation approves the implementation norms and methodology for the collection, centralization, and processing of statistical data on agricultural and food stocks, as follows:

• Establishment of meanings for the terms used, such as: intra-community acquisition, acquisitions from Romania, trader, distributor, goods import, economic operator, stock.
• Specification of the information regarding raw material and finished product stocks to be provided by economic operators.
• Inclusion of provisions regarding data confidentiality.
• Determination of the methodology for the collection, centralization, and processing of statistical data on agricultural and food stocks.
• Establishment of the Electronic Reporting System for Agri-food Product Stocks in Romania - SERSPAR.
• Setting deadlines for reporting statistical data on stocks of agricultural and food products.

Law No. 105/2023 established the reporting method for stocks of agricultural and food products by agricultural producers, storers, processors, and traders at the national level, providing the legal basis for the development of secondary legislation.
