Clarifications from ANSVSA on Small Ruminant Plague (PMR) Measures in Romania

Following the publication of Commission Implementing Decision (EU) 2025/525 in the Official Journal of the European Union, regarding emergency provisional measures for the Small Ruminant Plague (PMR) outbreak in Romania, the National Sanitary Veterinary and Food Safety Authority (ANSVSA) provides the following clarifications:

1. No Restrictions on Sheep and Goat Exports to Third Countries

🔹 Exports of sheep and goats to non-EU countries remain unrestricted. 🔹 Romania continues to export livestock to key markets, including Jordan, Saudi Arabia, Morocco, Algeria, and the United Arab Emirates, in full compliance with the specific requirements of each destination country.

2. Intra-EU Trade of Animal Products Remains Unaffected

🔹 Romania can continue exporting sheep and goat carcasses and meat to EU member states under European regulations. 🔹 EU-imposed restrictions apply only to live animal transport from affected areas, not to the trade of processed animal products.

3. Restrictions on Live Animal Transport Within the EU

🔹 On March 5, 2025, an outbreak of Small Ruminant Plague (PMR) was confirmed in Gepiu, Bihor County. 🔹 As a result, restricted zones (protection, surveillance, and additional control areas) have been established to prevent disease spread. 🔹 Restrictions apply only to the transport of live sheep and goats from Bihor and Arad counties to other EU member states. 🔹 There is no nationwide ban on live animal exports.

4. Recommendations for Economic Operators

🔹 ANSVSA advises farmers, exporters, and sheep/goat breeders to strictly follow the official veterinary and sanitary measures. 🔹 For the latest updates, stakeholders should refer to official ANSVSA communications and EU legislation.
