Project for the completion of the Methodological Norms for the application of the Pasture Lease Law

The Ministry of Agriculture and Rural Development (MADR) announces that a draft Government Decision has been posted on the institution's website in the "Decision Transparency" section. This draft decision aims to supplement the Methodological Norms for the Implementation of Law No. 268/2001 on the privatization of commercial companies managing agricultural lands owned by the state, as well as the establishment of the State Domains Agency, approved by Government Decision No. 626/2001.

This project supports farmers by regulating the implementation methods of the provisions of Article 16 of Law No. 32/2019 on animal husbandry. The law establishes regulations for the breeding, exploitation, improvement, reproduction, feeding, and conservation of genetic resources of animal species of zootechnical interest, as well as the preservation of the zoopastoral heritage.

An important provision of this law is the leasing/renting of agricultural lands under the administration of the State Domains Agency (ADS) to livestock breeders, through direct allocation or competitive procedures, especially for those who do not have other agricultural lands under lease/rental.

The adoption of the proposed regulatory act will have a positive impact, particularly on rural areas in disadvantaged zones where numerous breeders with small or medium livestock populations are located, and who do not have other agricultural lands under lease/rental. It will also generate additional revenue for the state budget.

The essential eligibility criteria for accessing these lands are as follows:

  • Livestock breeders, whether individuals or legal entities, must ensure an optimal stocking rate of at least 0.3 livestock units per hectare.
  • Beneficiaries must have a minimum of 5 years of experience in animal husbandry, proven by the registration of animals in the National Register of Farms and the agricultural register of the administrative-territorial unit where the agricultural lands are located. However, young livestock farmers are exempt from this requirement.
  • Proof of owning a headquarters/workplace or residence through property documents/business registry documents or identification documents within the administrative-territorial unit where the agricultural lands are located.
