Regulation on reusable packaging – how will Romanian processors be affected in 2026

Starting in 2026, Romania will be required to implement the new European requirements on reusable packaging and recycling, based on the EU regulation on sustainable packaging, adopted in 2024. The objective is to reduce packaging waste by 15% by 2040.

For the food industry, this means a reconfiguration of the entire packaging logistics, particularly for dairy, processed meat, and beverages. Major retail chains will be obliged to accept products in reusable packaging and to create collection infrastructure.

Small and medium-sized processors risk significant costs if they do not receive financial support for the transition. The Ministry of Environment has announced consultations with industry stakeholders for the autumn of this year, during which exemptions and transitional deadlines will be established.

Adapting to the new rules will be essential for maintaining competitiveness. Processors are advised to closely monitor the legislative calendar and to plan packaging investments starting in 2025.
