In Official Gazette no. 407 of May 12, 2023, Government Decision no. 422/10.05.2023 was published, amending and supplementing the Government Decision regarding the general framework for implementing interventions in the plant and animal sectors within the Strategic Plan for the Common Agricultural Policy (CAP) 2023-2027, funded by the European Agricultural Guarantee Fund and the state budget.

Through this governmental act, certain provisions of Government Decision no. 1571/2022 and the Strategic Plan for CAP 2023-2027 were correlated, and the deadline for submitting payment requests for IACS (Integrated Administration and Control System) interventions specified in Article 1, paragraph (2), letters a) - c) of GD no. 1571/2023, as well as the modifications thereto, were extended until May 31, inclusive, without penalties.

According to Government Decision no. 422/10.05.2023, payment requests can be submitted even after the deadline, but no later than June 9, inclusive, with a reduction of 1% for each working day for the amounts the farmer would have been entitled to if the payment request had been submitted by the established deadline.

If such a delay exceeds June 9, the aid or payment request is considered inadmissible, and the beneficiary will not receive any assistance or support. Modifications to payment requests can be submitted without late penalties until June 9, inclusive.

Modifications to payment requests can be submitted even after June 9, but no later than June 16, inclusive, with a reduction of 1% per working day for the actual use of the agricultural plots in question.

The deadline extension was prompted by the farmers' need to familiarize themselves with the new interventions provided in the Strategic Plan for CAP 2023-2027, as well as by the APIA personnel's need to register all applicants and related documents in the computer system, considering that this is the first year of implementing the new Common Agricultural Policy.

We remind farmers who wish to apply for Measure 11 - organic farming of the obligation to comply with the deadline of May 16, inclusive, by which they can submit their applications to the organic farming system for the year 2023, in accordance with the provisions of Order no. 45 of February 25, 2022, approving the rules for registering the activities of operators/groups of operators in organic farming.
