In the Government meeting, the Decision approving the ceilings allocated for national transitional aid in the zootechnical sector for the 2023 application year was adopted.

This regulatory act approves the ceilings allocated for national transitional aid in the zootechnical sector for the 2023 application year and establishes the method for calculating the amount per unit of measure of national transitional aid in the zootechnical sector for the decoupled production scheme, bovine species, in the milk sector, for the decoupled production scheme, bovine species, in the meat sector, and for the coupled production scheme, ovine/caprine species.

The budgetary impact is approximately 670,271,000 lei, respectively 134,768,480 euros from the state budget, through the budget approved by the Ministry of Agriculture and Rural Development for the year 2024, representing national transitional payments for the 2023 application year.

It is noted that the specific documents to be submitted with the payment application, as well as the conditions for granting national transitional aid in the zootechnical sector, are provided for in Section 2 of Order no. 80/2023 issued by the Ministry of Agriculture and Rural Development, with subsequent amendments and supplements, articles 95-102.

The amount per unit of measure of national transitional aid in the zootechnical sector is calculated by the Agency for Payments and Intervention in Agriculture, by relating the ceilings allocated to each scheme to the eligible animal stocks, namely bovine and ovine/caprine, or to the eligible milk quantities.

As for the number of beneficiaries of national transitional aid in the zootechnical sector, we estimate around 40,000 farmers for the decoupled production scheme, bovine species, in the milk sector, around 112,000 farmers for the decoupled production scheme, bovine species, in the meat sector, and around 45,000 farmers for the coupled production scheme, ovine/caprine species.

Granting national transitional aid contributes to ensuring the financial capital necessary for carrying out specific activities in the animal husbandry sector.
