The "Farmer's Credit" state aid scheme was approved

The Emergency Ordinance regarding the approval of the State Aid Scheme "Farmer's Credit" in the context of the crisis caused by Russia's aggression against Ukraine.

This legislative act aims to increase access to financing for farmers by establishing a State Aid Scheme called "Farmer's Credit," through which the Ministry of Agriculture and Rural Development (MADR) grants state aid, in the form of a grant, covering the interest component, representing the ROBOR at 3 months, granted for a maximum period of 60 months, without exceeding the nominal amount established by the financing agreement, but not more than the lei equivalent of 280,000 euros per beneficiary.

The interest rate on the loans consists of the ROBOR at 3 months plus a margin of up to 1.95% per year.

The budget of the State Aid Scheme has a maximum value of 815.5 million lei, equivalent to 164.1 million euros, and is provided within the limits of the available amounts from the "Fund for lending and guaranteeing loans" account, as well as the annual budget provisions approved for this purpose in the budget of the Ministry of Agriculture and Rural Development.

Eligible beneficiaries are economic operators engaged in primary agricultural production defined by the CAEN codes 011 - Cultivation of non-permanent crops; CAEN 012 - Cultivation of permanent crops; CAEN 013 - Cultivation of plants for propagation; CAEN 014 - Animal husbandry; and CAEN 015 - Mixed farming activities (combined crop cultivation with animal husbandry), regardless of their size.

By implementing the scheme, it is estimated that state aid will be granted to a maximum of 3,500 beneficiaries.

Monitoring and control of beneficiaries under this state aid scheme are carried out transparently and non-discriminatively, by monthly publication of registrations and beneficiaries on the FGCR website, in compliance with the applicable regulations of credit institutions and non-banking financial institutions.
