The Ministry of Agriculture and Rural Development (MADR), through the Agency for Financing Rural Investments, has developed the electronic system for reporting agricultural and food product stocks in Romania, known as SERSPAR, in accordance with the provisions of Law No. 105/2023 on the regulation of reporting methods for stocks of agricultural and food products.

On the MADR website (www.madr.ro), in the "Food Industry" section, a dedicated section has been created to access the electronic system for reporting stocks of agricultural and food products in Romania - SERSPAR. The application can be accessed from the home page or directly through the link https://stocuri.madr.ro.

Economic operators in the fields of agricultural production, storage, processing, and marketing of agricultural and food products listed in the annex to the law are required to provide statistical data on stock records for these products to MADR. The statistical data must be reported once per month, by the 15th of the following month.

The reporting of statistical data as required by Law No. 105/2023 will only commence from November 1, 2023, for the month of October.

To assist economic operators with the obligation to provide statistical data on stock records, SERSPAR includes a section with tutorials and instructions to facilitate registration and use of this IT system. It is recommended that economic operators register in the system by creating a user account on the SERSPAR platform before November 1, 2023.

After creating an account, the legal representative will upload a declaration of personal responsibility and any necessary authorizations for the workstations.
