The Government meeting approved the Emergency Ordinance regarding some measures for the reorganization of the Ministry of Agriculture and Rural Development and its subordinate institutions.
This regulatory act is an initiative of the Ministry of Agriculture and Rural Development aimed at restructuring the public administration in the agricultural sector, with the goal of streamlining and simplifying administrative procedures for the benefit of citizens, especially farmers.
The Emergency Ordinance targets:

Reorganization of the central apparatus of the Ministry of Agriculture and Rural Development by taking over:Activities related to state inspection in zootechnics, breeding and reproduction, genetic resource management, identification and registration of equidae, management of the bee database, specific laboratory activities, and the activities of the National Center for Vocational Training in Zootechnics within the National Agency for Zootechnics "Prof. Dr. G.K. Constantinescu", as well as support activities including auditing, legal, human resources, administrative, financial-accounting, public relations, and communication, and the activities of the Directorate for Agriculture of Bucharest Municipality.

Activities related to state inspection in zootechnics, breeding and reproduction, genetic resource management, identification and registration of equidae, management of the bee database, specific laboratory activities, and the activities of the National Center for Vocational Training in Zootechnics within the National Agency for Zootechnics "Prof. Dr. G.K. Abolition of the National Agency for Zootechnics "Prof. Dr. G.K. Constantinescu" due to its total division:Activities related to state inspection in zootechnics, breeding and reproduction, genetic resource management, identification and registration of equidae, specific laboratory activities, and the activities of the National Center for Vocational Training in Zootechnics are transferred to the Ministry of Agriculture and Rural Development.Control and monitoring activities from the county offices of zootechnics and regional zootechnics centers are transferred to the county Agriculture Directorates.

Reorganization of the Directorate for Agriculture of Bucharest Municipality by absorption into a newly established directorate within the Ministry of Agriculture and Rural Development, which also assumes technical coordination responsibilities for the county Agriculture Directorates.
A new directorate is established within the Ministry of Agriculture and Rural Development by taking over personnel and activities from the Directorate for Agriculture of Bucharest Municipality, as well as responsibilities and employees from the ministry conducting statistical research. The new structure will also coordinate the county Agriculture Directorates.
The personnel from the Directorate for Agriculture of Bucharest Municipality are integrated into the newly established structure within the Ministry of Agriculture and Rural Development in state public positions, including director positions and executive public positions, respecting specific recruitment conditions and seniority.
The institutions taking over the activities of the abolished structures also take over their assets and personnel. Personnel are integrated respecting the legal nature of their positions as of the effective date of this Emergency Ordinance, and in compliance with applicable legal provisions for each category of personnel.
Through the provisions of this project, 2 central-level institutions and 67 territorial-level institutions are abolished, corresponding to a number of 69 tertiary credit ordering authorities.
The Agency for Payments and Intervention in Agriculture, the Agency for Rural Investment Financing, and the National Agency for Land Improvement, which play essential roles in attracting European funds and making payments to farmers, are not covered by this Emergency Ordinance.
