The Ministry of Agriculture and Rural Development has launched a draft government decision for public consultation, aimed at amending and supplementing the implementation framework for interventions financed under the CAP Strategic Plan 2023–2027. The initiative seeks to adapt administrative procedures to current agricultural realities and to increase the efficiency of using European and national funds allocated to the crop and livestock sectors.
The draft proposes a revision of Government Decision No. 1571/2022, the normative act that establishes the general mechanisms for managing payments and interventions financed through the European Agricultural Guarantee Fund, as well as through allocations from the state budget. The proposed amendments target both the clarification of certain procedures for accessing support and the adjustment of eligibility conditions for specific types of interventions.
One of the main directions is the simplification of administrative workflows, particularly with regard to the verification of payment applications and the coordination of controls among the institutions involved. The authorities aim to reduce processing times and limit bureaucratic overlaps that have generated delays in the disbursement of support to farmers.
In the livestock sector, adjustments are introduced concerning animal welfare and production traceability, while in the crop sector the eligibility of support schemes for sustainable agricultural practices and efficient resource use is clarified.
The draft is subject to public consultation for a period of 10 days, during which farmers and professional organizations may submit proposals to the Ministry. The final form of the normative act will directly influence access to funding in the remaining years of the current CAP cycle.
