Adrian Pintea returns to the leadership of APIA

The Agency for Payments and Intervention in Agriculture (APIA) once again has a well-known figure at its helm: Adrian Pintea has taken over the position of Director General, following the conclusion of Gabriela Andrei’s mandate on April 30, 2026.

Pintea’s return comes at a sensitive time for the agricultural sector, marked by pressure on payments to farmers, the implementation of interventions under the CAP Strategic Plan 2023–2027, and the need for administrative stability amid ongoing political changes at the governmental level.

Adrian Pintea is not a newcomer within the APIA structure. He holds the position of Director General following a competitive selection process, and his return effectively marks the resumption of the institution’s executive leadership after a period in which he served as Secretary of State within the Ministry of Agriculture. His resignation from this position, politically supported by the PSD, was formalized and published in the Official Gazette.

The experience he has accumulated both within APIA and the Ministry of Agriculture places Pintea in a relevant position to manage one of the most important institutions in Romania’s agricultural payments system.

A mandate concluded with a message of continuity

Gabriela Andrei, who led the institution until the end of April, officially announced the conclusion of her mandate through a message addressed to farmers and institutional partners. In her communication, she thanked the APIA team for their collaboration and commitment, highlighting the efforts made in managing payment flows and support programs.

At the same time, Gabriela Andrei expressed confidence in Adrian Pintea’s ability to take over the leadership of the institution and to manage current challenges, in a context marked by financial pressures, increasingly complex administrative requirements, and high expectations from beneficiaries.

The stakes: payments and administrative efficiency

The leadership change at the top of APIA comes at a time when the immediate priority remains the pace of payments to farmers, as well as the efficiency of administrative processes. The implementation of new mechanisms under the Common Agricultural Policy, the digitalization of reporting, and pressure on payment authorization deadlines are just some of the challenges that will define the new mandate.

For farmers, the stability of APIA’s leadership is essential, as the institution is the main channel through which European and national subsidies reach the agricultural sector.

Adrian Pintea’s return can be interpreted as a signal of continuity in a system where predictability and administrative experience remain critical factors for the efficient functioning of support mechanisms.
