Romanian dairy products hold significant potential to be capitalized on in European markets through quality schemes recognized at EU level, such as Controlled Designation of Origin (DOC), Protected Designation of Origin (PDO), and Protected Geographical Indication (PGI). These certifications provide traditional and authentic products with legal protection, prestige, and access to premium consumer segments.
Regulation (EU) No. 1151/2012 on quality schemes for agricultural and food products establishes the protection framework for these designations, closely linked to the Codex Alimentarius standards. At present, Romania has few dairy products recognized at European level, the most well-known example being Sibiu Telemea – PGI, registered in the European Commission’s register in 2019. According to the National Institute of Statistics (INS), the premium dairy market in Romania recorded a 12% increase in 2024, but most of this segment is covered by imports. In contrast, countries such as France or Italy hold over 200 registered dairy products, enabling them to dominate the European market.
According to FAO, origin-certified products increase their market value by 20–30% compared to conventional products. “Quality schemes represent a unique opportunity for Romanian products, but they require cooperation between farmers, processors, and authorities,” emphasizes an expert from the Ministry of Agriculture and Rural Development (MADR). In Romania, lack of cooperation and the costs of certification have delayed the expansion of this type of protection. In addition, bureaucracy and the absence of a national promotion campaign have limited interest in registering new products.
For the future, a strategy to promote local milk and cheese brands is necessary, supported by European funds and the involvement of institutions such as MADR and ANSVSA. Moreover, DOC/PDO and PGI certifications can provide not only recognition in the European market but also protection against counterfeiting and imitations.
In conclusion, European quality schemes represent a major opportunity for Romanian dairy products, provided there is a strategic approach and extensive collaboration within the sector. With proper support, Romania could strengthen its gastronomic identity and significantly increase its exports of premium dairy products.
