Petre Daea: Payments through PNS must be correlated with inflation

Recently, a new Agri-Fish session was held in Luxembourg, at the level of Ministers of Agriculture of the member countries. Below is the intervention of Minister Petre Daea, on the topic of National Strategic Plans:

"An important start for an extremely laborious stage considering the Common Agricultural Policy, with this start of the National Strategic Plans.

The launch of the National Strategic Plan is progressing well in Romania, but certain regulations need technical adjustments, especially in the current context, which imposes changes generated by causes that could not be anticipated during the planning phase of the strategic plans.

The specific aspects related to certain interventions create difficulties in the process of unitary coordination of the manner of their application and reporting.

Due to the large number of interventions and their diversified nature, farmers encounter difficulties in understanding and implementing them. Informing farmers is a laborious and time-consuming process.

From this perspective, some farmers cannot apply certain eco-schemes because the crops sown in the established rotation do not allow this, then the need for a better explanation of the extension of the applicability of the surface monitoring system after the first year of application.

Regarding the answer to the second question, in order to facilitate the implementation of national strategic plans, greater flexibility is needed from the European Commission, considering the high degree of subsidiarity required.

The changes are necessary, and an exchange of best practices between the Member States would also be useful. In addition, tight deadlines for the amendment procedure may represent an additional constraint.

The amounts established for the various interventions are strongly influenced by the inflationary evolution in the European Union and it will be difficult to ensure full compliance with the standards.
