The meat market in Romania: Romanians want local produce, but they can't find it on the shelves

Romania is one of the largest pork consumption markets in the European Union — over 38 kilograms per capita annually, above the European average. However, the sector is facing a contradiction that is difficult to ignore.

72% of Romanians say they prefer locally produced pork, but most do not know how to identify it in stores, according to an APCPR study conducted in 2025. The difference between “produced in the EU” and “produced in Romania” remains unclear for most buyers, and current labeling does not help.

Meanwhile, domestic production does not keep up with demand. The sector is affected by African swine fever, dependent on imported genetic material, and characterized by a fragmented value chain — structural vulnerabilities that keep Romania in the position of a net importer of pork.

There is also positive news: domestic production increased by over 8% in the first half of 2025, while imports decreased by approximately 10.5%. Encouraging signals, although still insufficient.

At the overall market level, poultry meat clearly leads with a 49% volume share, while pork stands at 35.6%. The poultry sector remains the engine of the industry, with production increasing by 13.7% in the first half of the year.

Authorities have begun to respond. The Ministry of Agriculture and the Competition Council have announced measures to regulate the market and identify barriers that block small farmers. It remains to be seen whether this dialogue will translate into more visible Romanian products on store shelves.
