The Ministry of Agriculture and Rural Development has launched for public consultation a draft decision regarding the allocation of funds for the state aid scheme dedicated to livestock farming in 2026. The initiative aims to establish the financial framework and support conditions for farmers in the livestock sector, in a context marked by high input costs and pressure on domestic production.

The draft is currently in the consultation phase, and MADR invites farmers, professional organizations, and relevant institutions to submit proposals and observations. This mechanism is frequently used to adjust support schemes before the final version is adopted, based on the real needs of the sector.

Traditionally, such state aid schemes target the coverage of specific costs, such as genetic improvement services, the maintenance of genealogical registers, or support for production in sensitive sectors (cattle, sheep, goats). Public data from MADR and the European Commission show that these interventions are complementary to direct payments under the Common Agricultural Policy, playing a role in stabilizing production and supporting farm competitiveness.

Romania’s livestock sector remains characterized by high fragmentation and limited integration along the value chain. According to data from Eurostat and the National Institute of Statistics, cattle and pig populations have fluctuated in recent years, while the trade deficit in animal products persists, particularly in the pork segment. In this context, national support schemes play a role in maintaining production capacity and reducing dependence on imports.

The public consultation offers the opportunity to adjust essential elements: the level of support, eligibility criteria, and categories of beneficiaries. In practice, these details directly influence farmers’ access to funding and the efficiency of public fund allocation.

The final adoption of the decision will establish the operational framework for 2026, with direct impact on both commercial farms and family holdings. The overall direction remains the support of domestic production and the consolidation of the livestock sector, within a European context where food security and competitiveness are strategic priorities.
