Considering the recent outbreak of foot-and-mouth disease in Hungary and a similar outbreak reported in Germany in January, as well as the risks of virus spread, the National Sanitary Veterinary and Food Safety Authority (ANSVSA) convened a meeting of the National Center for Disease Control (CNCB) on March 11, 2025. These measures are being taken to protect the Romanian livestock sector, taking into account the additional risks generated by the removal of customs controls following Romania’s entry into the Schengen Area.

Starting today, in accordance with the approval of the CNCB Decision, all institutions in Romania with responsibilities in disease control (ANSVSA, DSVSA, Romanian Customs Authority, Ministry of Internal Affairs through the Border Police, Romanian Police, Romanian Gendarmerie, Local Police), as well as operators in livestock farms, will implement the following measures to prevent the appearance and spread of foot-and-mouth disease within Romania:

1. Ban on Transport from Hungary to Romania: The transport of live animals (cattle, sheep, goats, pigs), horses, feed, straw for bedding, compost, and manure from Hungary to Romania will be prohibited.

2. Restrictions on Animal-Origin Products: The entry into Romania of the following products from Hungary and Slovakia (restricted area according to European Commission regulations) will be prohibited:

  • Fresh meat (chilled or frozen) from cloven-hoofed animals.
  • Meat products from cloven-hoofed animals that have not been properly treated to neutralize the foot-and-mouth virus (heat-treated products are accepted).
  • Spot milk.
  • Dairy products for which proper treatment to neutralize the foot-and-mouth virus has not been ensured.
  • Raw milk for which proof cannot be provided that it comes from animals tested negative for foot-and-mouth disease within the last 24 hours before shipment.
  • Biological material, semen, and animal by-products.

3. Notification for Ongoing Contracts: Commercial companies with ongoing contracts for processing must notify the county DSVSA within 24 hours from the publication of this decision, providing a delivery schedule to be sent to the county DSVSA.

4. Inspections in Animal Farms: All farms that have received live animals from Hungary and Slovakia since February 1, 2025, will be inspected. Based on the findings, samples will be collected to determine the epidemiological status of the farm.

5. Additional Disinfection and Pest Control Measures: Disinfection and pest control measures will be intensified in animal breeding units and on transport vehicles entering or leaving these farms.

Duration of Measures: The measures outlined will remain in place until the restrictions imposed due to the diagnosis of foot-and-mouth disease are lifted.
